Smart Start Central Oklahoma is a community-based school readiness initiative. Established in 1999 with support from United Way of Central Oklahoma, it is now part of Smart Start Oklahoma's statewide network. The network operates under the Oklahoma Partnership for School Readiness Act which seeks the following results for ALL Oklahoma children:
- Families nurture, teach and provide for their young children.
- Children will be born healthy and remain healthy.
- Families with young children are able to find and afford high-quality child care when needed.
- Children enter school eager to learn and ready to succeed.
- Children live in communities that support healthy families.

If children are not being prepared to read—or even open a book, recognize colors, numbers or the alphabet—it creates a serious problem for the whole community. There is a significant advantage for children who have been exposed to a number of different words in the home and to encouraging messages.”
